Open your registry and find the key below.

Create a new DWORD value, or modify the existing value, called "SampleRate" and set it to equal (decimal), where a higher number means a smoother cursor.

Restart Windows for the change to take effect.

Value Name: SampleRate
Data Type: REG_DWORD (DWORD Value)
Value Data: 0 - 200 (default = 60)
