This setting controls whether the smooth scrolling function is used in Internet Explorer to increase the readability while navigating a page.
Open your registry and find or create the key below.
Create a new DWORD value, or modify the existing value, called "SmoothScroll" and set it according to the value data below.
Exit your registry, you may need to restart or log out of Windows for the change to take effect.
Note: This setting is only applicable to Internet Explorer 5.0 and above.
